potty training

I have a daughter who just turned 3-years-old last July. She refuses to sit on the potty. I have even tried rewarding her with treats but that does not seem to work. I know she is ready to be potty trained because she is constantly asking me to change her diaper. She is very stubborn. Any suggestions? Help me.
